GS&P’s Randy Booker Discusses Progressive Design-Build Delivery Model

Gresham, Smith and Partners announces that Randy Booker, Jr., Ph.D., P.E., a senior vice president in the firm’s Water + Environment market, presented a case study on the Progressive Design-Build Delivery Model at the 2018 Design-Build Institute of America’s Design-Build for Water/Wastewater Conference on March 21 in Portland, Ore., highlighting GS&P’s role as the owner’s agent throughout the Progressive Design-Build process at Spartanburg Sanitary Sewer District’s (SSSD) Lower North Tyger River Reclaimed Water Treatment Facility. Booker was joined by Gene Jackson, P.E., capital projects officer for Spartanburg Water, Timothy Masterson, P.E., managing engineer for Brown and Caldwell, and Richard Moore, director of construction for Haskell.

Progressive Design-Build Provides Successful Support of Local Manufacturing with Municipal Treatment Infrastructure

Spartanburg Sanitary Sewer District (SSSD) selected Progressive Design-Build Delivery to support a local industrial user with wastewater treatment services at an existing wastewater treatment facility. The project required flexibility and collaboration among project stakeholders to define the project scope and develop cost-effective and operational solutions. The project included a treatability phase and design/construction phases, which were executed in a collaborative manner. The team also integrated design, scope, and price development to provide real-time cost and schedule confirmation for SSSD. Ultimately, Progressive Design-Build project delivery has allowed SSSD to successfully execute a complex project with a high degree of uncertainty on a fast-track schedule, resulting in a treatment solution that led to an approximately 50 percent reduction in originally projected up-front capital infrastructure requirements and allowed SSSD to continue its commitment to supporting the local manufacturing industry.
