For more than two decades, Gresham Smith has worked with DeKalb County Department of Watershed Management (DWM) delivering on-call construction management (CM), engineering, and project-specific design and inspection services for drinking water/wastewater conveyance and treatment infrastructure. We are currently assisting DWM with its multi-year water and sewer annual construction services, along with miscellaneous improvements and various multi-year Consent Decree construction packages, all aimed at helping the department improve its operational efficiency.

Stretching DWM’s Construction $ Further
In 2011, DWM entered a Consent Decree program with the U.S. Environmental Protection Agency and Georgia’s Environmental Protection Division to address sewer spills and aging infrastructure. Many of DWM’s inspection and CM needs are derived from this Consent Decree, with associated capital projects anticipated through at least 2020. Others are driven by DWM’s initiative to be proactive in several areas, including the replacement of older pipe materials, transportation improvements that require utility relocations, and water quality/level of service (LOS) commitments.DWM has entrusted Gresham Smith with approximately $3 million in CM value for these current, ongoing efforts. Our scope includes providing construction inspectors and managing their daily work, administering construction contracts, providing document management and quality control, and evaluating cost-saving approaches to proposed projects to stretch DWM’s construction dollars further.
A Vital Reconstruction
We are providing full-time staff engineering services in the reconstruction of four of DWM’s filter bays at the Scott Candler Treatment Plant. This critical project involves the construction of new filter underdrains and the installation of new filter media to restore plant capacity and enhance operator flexibility.
