TIGER Discretionary Grant Development Services

The U.S. Department of Transportation’s (DOT) Transportation Investment Generating Economic Recovery (TIGER) competitive grant program funds capital investments in surface transportation infrastructure to projects that are deemed to have a significant impact on the nation, a region or a metropolitan area. The grant program focuses on capital projects that generate economic development and improve access to reliable, safe and affordable transportation for disconnected communities both urban and rural, while emphasizing improved connection to employment, education, services and other opportunities, workforce development, or community revitalization.

Gresham Smith has worked closely with state and local governments to first develop and evaluate project concepts that best accomplish the objectives and priorities of the TIGER program. Once concepts were selected, Gresham Smith developed preliminary project plans and cost estimates in order to develop a compelling and comprehensive narrative application to most effectively compete for these highly competitive federal funds. Gresham Smith has developed numerous TIGER grant applications for our clients since 2010, and in 2015 the firm submitted the following TIGER VII applications on behalf of our state and local government clients:
