GDOT Roundabout at State Route (SR) 33/US 319

Known for its historic downtown area, family-friendly parks, arts and agricultural festivals and other community events, the city of Moultrie, Georgia, attracts thousands of visitors each year. One of its busiest crossroads—the intersection of US 319 Business with 1st Street/SR 33 and Sylvester Highway/CR 525—had experienced numerous crashes over a seven-year study period. Through a statewide safety task order contract, Georgia Department of Transportation (GDOT) selected GS&P to develop a design solution that would improve both safety and traffic flow at the hazardous junction.

Through a peer-review process, GS&P engineers determined that a single-lane roundabout with an elliptical shape provided the optimum configuration because of the sharp, scissor-type angle of the intersection. In addition to a traffic simulation and detailed alternatives analysis for the intersection, GS&P’s scope of work included the concept report, design construction plans, highway lighting design, improvements to storm drainage and access control, and ADA-compliant sidewalk upgrades. The team also assisted with a public information open house, explaining the new roundabout to members of the community through graphics, educational videos and the traffic simulation model.
 
One of the biggest project challenges involved staging the construction of the roundabout so it could be maintained during traffic. Another included providing easy access to businesses in the immediate vicinity of the existing intersection. GS&P’s phased approach and context-sensitive design solution not only improved motorist and construction worker safety, but also avoided direct impacts to nearby properties and businesses.
              
Completed in September 2016, the roundabout creates a new gateway to the city of Moultrie, provides a safer driving experience for the traveling public, and serves as a model for future roundabout design in the region. The project was honored with an ACEC Georgia 2016 Preconstruction Award in the Traffic Safety and/or Intersection category of the Georgia Partnership for Transportation Quality (GPTQ) for its commitment to GPTQ’s goals, including quality partnerships and the improvement of long-term performance and durability of Georgia's transportation system.
