Jay has more than three decades of experience in traffic engineering, safety analysis, multi-modal planning, signal timing, ITS, travel demand forecasting, traffic simulation and traffic operations. Jay has led and managed over 200 projects in 17 states, given expert testimony and is widely experienced in leading public information meetings for transportation projects. A licensed engineer in Florida, Alabama, Georgia and Kentucky, he currently manages all traffic engineering, traffic studies, planning and modeling projects in Gresham Smith’s Florida offices.
