Owner's Representative

Since 2021, Gresham Smith has been providing owner’s representative services for a hyper-scale data center client to support the design, construction, commissioning and interconnection of high-voltage power infrastructure for 26 facilities in Missouri, North Carolina, Ohio and Virginia. We provide project management and technical support to the owner’s energy project manager (EPM) and assist with managing the relationship between the owner and the engineering, procurement and construction (EPC) firm for each project. As the owner’s rep, we play a central role in coordinating with the utility, landowners and general contractors involved in site construction.

Our data center staff assist with a variety of tasks including proposal reviews, assisting with EPC selection, and serving as the interface between the owner, the power provider and the EPC firm. We develop clear and detailed scopes of work, rigorously vet vendor bids to ensure quality and compliance, and manage the procurement and timely delivery of long lead equipment directly with original equipment manufacturers. We assist the owner with overseeing the incorporation of the high-voltage facilities into the overall campus plan by coordinating with all critical stakeholders, including construction contractors, sub-contractors, utility companies, site civil plan development and site security.

Throughout the project, we maintain strong communication channels across all stakeholders—including the utility provider, data center construction manager, EPC contractors, and internal client project teams—to align on project milestones, regulatory approvals, and on-site construction activities. This comprehensive coordination is key to successfully delivering all phases of design, build, testing and energization of the power infrastructure that supports the data center operations.
