Gresham Smith is excited to announce that after a 37-year career with the Federal Highway Administration (FHWA), Mark Doctor, P.E., has joined the firm as a principal design engineer in Atlanta.
Doctor brings several decades of experience working nationally across a variety of complex transportation projects in both rural and urban areas, specializing in interchanges and innovative intersections. His expertise includes applying performance-based roadway design principles to project design and decision-making.
Over the past 20 years, Doctor worked in the FHWA’s Resource Center, where he provided technical assistance and training to advance innovative road design and traffic safety practices nationally. During his career, Doctor has assisted all 50 state departments of transportation, the District of Columbia and the Puerto Rico Highway and Transportation Authority. He has also assisted numerous city and county transportation agencies across the country.
At Gresham Smith, he will take a principal design engineer role providing technical support to enhance our client services across multiple office locations. He will also play a significant role mentoring younger staff across the Transportation market.

Doctor is an experienced technical trainer in roadway safety and design, having conducted a wide range of training sessions for FHWA and the National Highway Institute (NHI). Doctor is an NHI-certified instructor and eight-time past recipient of NHI’s Instructor of Excellence award. He also has extensive experience developing technical training courses, including instructor-led training and web-based training courses.
Doctor received his Bachelor of Science degree in civil engineering from Clemson University and his Master of Science degree in transportation engineering from the University of Florida. He has served on several committees of the Transportation Research Board and several panels for key research projects. In addition, he is an active member of the Institute of Transportation Engineers.
