Gresham Smith is pleased to announce that Scott D. Pennington, P.E., has joined the firm as Kentucky CEI Department and Utility Services Leader. With over 30 years of engineering, construction oversight, and public works leadership, Scott brings a wealth of expertise in managing complex transportation infrastructure and construction, engineering and inspection (CEI) services.
In this new role, Pennington will oversee CEI and Utility Services statewide, leading inspection teams and ensuring projects are delivered safely, efficiently and on budget. His first primary role will be in overseeing Utility Coordination and engineering services during construction of the Brent Spence Bridge in Northern Kentucky. His background in both public and private sectors makes him uniquely qualified to support the growth of the firm’s CEI and Utility Services practice.
Most recently, Scott oversaw a $120 million contract for the reconstruction of two I-75/I-71 interstate interchanges and a 9-mile pavement rehabilitation.
Earlier in his career, Scott led Boone County’s Public Works Department as county engineer and director of Public Works, where he managed more than 50 employees across six divisions and oversaw a combined capital and operating budget of $31 million. Prior to that, he spent nearly two decades with KYTC as a resident engineer and section engineer, supervising multimillion-dollar bridge, roadway and safety improvements.

Scott is a licensed professional engineer in Kentucky and Florida, and he holds Bachelor of Science and Master of Science degrees in civil engineering from the University of Kentucky with a specialization in construction management.
